DPWH’s Usec. Sadain hailed as NCR Outstanding Government Worker

The Civil Service Commission – National Capital Region (CSC-NCR) has recognized Department of Public Works and Highways (DPWH) Undersecretary Emil K. Sadain as Regional Winner in the 2020 Search for Outstanding Government Worker – Presidential Lingkod Bayan Award category.

With the certificate from the CSC-NCR awarded by Director Nel Sherwin A. Carnetes of CSC Field Office – DPWH, recognizing Undersecretary Sadain’s invaluable efforts and selfless sacrifices as a devoted civil servant, rest assured that he will continue to break grounds in the service.

More than his proven competence and credentials that speak volumes, including the prestigious Presidential Gawad Career Executive Service (CES) Award conferred on September 2017 by President Rodrigo Roa Duterte, Undersecretary Sadain was known and admired for his work ethics and hands-on approach in management.

No stranger to public service, he boasts of more than three decades of government experience, devoting his technical expertise and knowledge in raising the bar of infrastructure development in the country.

His accomplishments, far-reaching as the length of roads and bridges he help built throughout his career thus far, would suffice to put him at the pedestal of public officers worthy of emulation.

The recent and perhaps one of the toughest assignments braved by Undersecretary Sadain in the course of his public service career is spearheading the DPWH Task Force on Augmentation of Local and National Health Facilities.

At the height of a national emergency brought by the surging contagion of the COVID-19 disease, he risked life and limb along with the other front liners of the Department to address the shortage of health care facilities in the country.

The Task Force raced against time to convert some public buildings into health facilities and build makeshift isolation rooms using modular components to house the influx of patients that could no longer be accommodated by the major hospitals throughout the country.

Under his leadership, the DPWH Unified Project Management Operations (UPMO) – the office that handles most of the flagship or large-scale infrastructure projects of the Department – has, over the years, delivered high impact projects that redefined travel experience across the country’s scattered archipelago.

This played an indispensable role in backing the President Duterte administration’s unprecedented move to fast-track and ramp-up the building of infrastructure – a never-before thrust to greatly stimulate the economy.

He also manages the DPWH Technical Services comprised of offices that promptly responds to the public whenever the country is struck with calamities as inevitable as the earthquakes and typhoons that visit us time and again.  

On top of these, Undersecretary Sadain is playing a significant role in bringing the ruined Marawi City back to its glory days as the DPWH Alternative Focal Person for Bangon Marawi Task Force. Also, he is at the forefront of coordinating and synchronizing the national and Bangsamoro infrastructure development plans being the DPWH Alternative Representative for the Intergovernmental Infrastructure Development Board. 

He also serves as the DPWH Overall Quality Management System Head in charge of ensuring the services of the Department meets world standards.

These, among others, are the remarkable works of Undersecretary Sadain in public service that helped the country thrive amid adversities and prosper in leaps and bounds.

As more years of service are still left at his disposal, we can expect no less in subsequent years as he continues to lend his time, knowledge and technical know-how for the betterment of the public.
